Faried here with AWS.
With regards to the Free Tier Services by Usage table on your dashboard, it's only available if you are using free tier services while your free tier is active.
I've reviewed your account and although it was eligible for the AWS Free Usage Tier, the one-year term of the offer expired in 02/23/2016.
The service is automatically available to you from the date you signup which was 02/23/2015 regardless of whether this is taken advantage of or not.
Once the free trial expires, you are automatically charged on demand rates.
I can see that though you signed up and activated the account in 2015, you never used it at all. I've actually just gone ahead and made free tier available to you for the next year for the following services EC2; S3; RDS and Data Transfer.
We recommend monitoring your usage periodically to avoid unnecessary charges. By selecting Bills in your Account Billing console, you can see current and past usage activity by service and region.
As for your previous bill, I will add a concession to cover the $ 9.24. Looking further into your account, I can see that you have already run up a bill of $0.89 for your upcoming bill. I'll make sure that a credit is applied for the services which would have been covered under free tier.
As we are currently going through our billing period, I will need to give it around 8 days before I can do this. As soon as I've covered both charges, I will be in contact with you.
