我是法国工程师，我的中文说得不太好。 不好意思！ 我想在中国制作一个 APP 。 我想制作一个电话登录系统。 像在大多数中文 APP 中一样，用户应输入电话号码，然后按“发送消息”，然后接收 SMS 代码，然后将代码输入 APP 中，然后可以登录。

I'm afraid the answer is no.

There's no free SMS service for anonymous user/developer in China.
If you don't have a legal identity in china, you can not use SMS. Maybe you can try aLiYun SMS services(see link below), but you have to pass the ID test first.

I've use tencent cloud sms for global user identification since 2018.

It offers first 100 free sms to China Mainland users(recive phone number prefix with '+861') per month.

But I still do not suggest anyone outside China Mainland use any Chinese service for users outside China.

中国没有 FREE SMS Service. 如果要使用的话，就必须付费并且实名报备短信内容 以及审核机构资质。

是的，必须报备短信内容以及实名认证，去移动申请，好像不贵的，我之前在 Government 部门调用他们开通的移动 SMS 服务，可以用 HTTP + BASE64 实际内容调用短信机的接口。
