postgresql 转码问题

原始数据里的汉字被 Excel 用 code 函数编码然后通过 csv 格式导入到 postgresql，现在想在 postgresql 转码回汉字，应该用哪个函数或者什么方法才能实现转码？

什么字符编码的？
postgresql 里有 convert_from 、convert 可以转码的
