Use Twitter streaming api to build a chat application?

我想用twitter streaming api做以一个public group chat application， 不知到是否可行？
group the chat based on a certain hash tag,
To join the chat:
open a streaming connection with the hashtag (i.e. #v2exchat) as the keyword.
To participate in the chat:
Send a tweet with the group chat's hashtag (i.e. #v2exchat)
