Technical justification is required regardless of your Linode plan, otherwise the only way to obtain a new IP is to buy an additional Linode.

if the only ip were blocked, all my sites are down. it's like put all eggs in one basket. that is way too risk!

We cannot provide you with a second IP, but we can swap your current IP for a new one if you cannot connect to your server. Let us know how you would like to proceed!

4 minutes ago i used other vps before. they all provide additional ips for users to buy. why you linode forbid users to buy ip?

应该是要这样，防止SPAM及其它滥用，有的VPS IP随你买，到了最后你随便开个VPS IP都是在SPAM List里的
